Brown ground beef with onion and green peppers in a skillet. Drain and steam riced cauliflower. Add beef and cream cheese, creaming until smooth.

Add riced cauliflower, whipping cream, beef broth, taco seasoning, salsa, and pepper. Bring to a boil, reduce heat, and simmer for 5 minutes.

Remove lid, simmer meat mixture on low until liquid evaporates, thickens, remove skillet, add broth if too thick, and saucy for tortillas to absorb moisture.

To assemble the casserole, spread 1/3 of the taco meat mixture on the bottom, followed by 1/3 of the shredded cheese. Place a low carb tortilla in the center, cut in half, and cover the corners with the tortillas. Repeat for the second layer.
